The Ministry of National Defense has decided to conduct an annual survey on sexual violence to eradicate sexual violence in military organizations. In addition, the police's on-site response will be strengthened by pushing for the establishment of a crime of non-compliance with emergency measures so that stalking perpetrators can be criminally punished if they do not comply with police's emergency measures.

The Ministry of Gender Equality and Family held the 6th Women's Violence Prevention Committee on the 30th and deliberated and decided on the implementation plan for 2022 under the 1st Basic Plan for Women's Violence Prevention Policy (2020-2024). This year's implementation plan included a total of 120 detailed tasks submitted by 19 central administrative agencies and 17 local governments.

◇ Strengthen preemptive response to women's violence...Tracking Sex Exploitation Crime Proceeds to the End

First of all, the National Police Agency decided to strengthen prevention activities to eradicate illegal filming crimes and to strengthen the prevention of digital sex crimes for children and adolescents by using disguised investigations. In addition, the city and provincial government plans to strictly crack down on distribution criminals by tracking down criminal profits from digital sexual exploitation to the end and applying for compensation for confiscation before prosecution.

The Ministry of Gender Equality and Family will expand the full-time workforce of the victim support center to strengthen support for victims of digital sex crimes, and set up three additional regional special counseling centers this year to support the deletion of illegal filming. The Korea Communications Standards Commission is promoting the advancement of the illegal filming tracking system by establishing and distributing a pan-government "public feature value database" to extract unique feature values (DNA values) of illegal filming.

◇ Development and dissemination of risk assessment measures for recurrence of domestic violence…Establishing a victim-centered system

In order to establish a victim-centered criminal justice system, the National Police Agency develops and distributes measures for risk assessment of recurrence of domestic violence. The recurrence risk assessment scale is a numerical value of the risk of recurrence by comprehensively considering the number of reports, cycles, number of cases handled by families with domestic violence, results, whether temporary measures are decided, and the characteristics of perpetrators and victims. In addition, it plans to establish a triple reporting and inspection system for repeated reports of domestic violence to closely examine issues that are repeatedly reported.

The response to stalking crimes will also be strengthened. The National Police Agency will first push for the establishment of a crime of non-compliance with emergency measures. The plan is to secure effectiveness by allowing criminal punishment if the stalking perpetrator does not comply with the police's emergency measures. It will also push for the court to notify the police of its decision to take temporary measures, including a ban on access to the perpetrators.

The Ministry of Justice is pushing for the nationwide expansion of the number of lawyers in charge of public election for victims of sexual violence and the assistance of full-time statements. The Ministry of Labor has decided to make efforts to prevent secondary damage by pushing for a revision of related laws to include helpers in the prohibition of disadvantages caused by sexual harassment cases in the workplace.

The Ministry of Gender Equality and Family will devise a plan for children and adolescents affected by sexual violence to attend the video witness interrogation through the Sunflower Center without attending the court. This is to respond to the possibility of secondary damage caused by the decision to unconstitutional the Special Provisions on Evidence Capacity for Video Recording of Statements of Sexual Violence Victims under the age of 19.

The Ministry of National Defense decided to regularize the survey on sexual violence in the military once a year and increase the number of counselors specializing in sexual harassment from 47 to 103. In addition, as the jurisdiction of sex crimes in the military will be transferred to the private sector from July, it plans to establish a cooperation system with private police.

The Ministry of Gender Equality and Family will review the establishment of the right to corrective orders for sexual harassment and sexual violence in the public sector and promote the enactment of the Stalking Victim Protection Act to eradicate stalking crimes and protect victims.

In addition, it will expand institutions obligated to provide separate sex crime prevention education for high-ranking officials, and strengthen preventive education by announcing the heads of non-participating institutions. According to the revision of the Higher Education Act, the Ministry of Education will revise the Enforcement Decree of the Higher Education Act, which includes standards for the establishment and operation of legalized human rights centers, and develop guidelines for gender equality education. The Ministry of Culture, Sports and Tourism has decided to set up a subcommittee to relieve sexual harassment and sexual violence of artists.

In addition, the National Human Rights Commission and the National Police Agency will expand the training of the sports ethics center's investigation capabilities and open additional regional offices. The Ministry of Labor will push for improvement of the system so that fines, which were imposed only on sexual harassment by individual business owners, can be imposed on representatives of corporations.

In addition, the Ministry of Personnel Management decided to create a culture to prevent female violence in the public sector by organizing subjects related to sexual harassment and sexual violence in basic education courses for new and promoted officials of the National Human Resources Development Institute.

◇ Survey for establishing systematic policies…Laying the foundation for eliminating blind spots

The Ministry of Gender Equality and Family conducts a survey on domestic violence, sexual violence, and sex trafficking to establish a comprehensive and systematic policy on women's violence.
