[June 20 (Tue), Seoul Metropolitan Government] Heatwave and heavy rain 'Estrengthening the capabilities of autonomous disaster prevention organizations' education
1. Seoul Metropolitan Government to Improve Self-Disaster Disaster Response Capabilities
The Seoul Metropolitan Government announced on the 20th that it will provide capacity-building education for 6,897 "autonomous disaster prevention teams" to enhance their ability to respond to disasters such as typhoons, floods, and heat waves.
The autonomous disaster prevention group, composed of local residents, conducts activities related to the safety of local residents, from removing risk factors in life, recovering from disasters, and quarantine activities according to infectious diseases.
The city provides education on the tasks and roles of autonomous disaster prevention teams, emergency rescue activities such as CPR, and activities by disaster type. In particular, the city will focus on providing education on summer heat waves and heavy rain preparation activities. In the second half of the year, the city will focus on providing education on cold wave and heavy snow preparation activities.
2. Seoul Develops 'CCTV-Based Real-Time Congestion Measurement System'
The Seoul Transportation Corporation announced on the 20th that it will conduct "a real-time evaluation of AI-based urban railway congestion level and development of a driving support system" to prepare countermeasures for each historical and train congestion occurrence.
The corporation will develop a "CCTV-based real-time congestion measurement system" through the research service. Real-time congestion analysis is conducted by AI analyzing CCTV information.
The corporation explained that AI congestion measurement is based on CCTV information analysis, but if the measurement accuracy can be improved, the independent technology of the research service participants can also be used.
In addition, the corporation also seeks to provide citizens and employees with congestion information measured in real time through research services.
In particular, it analyzes the impact of passengers getting on and off trains during congestion hours on history and train congestion, and even reviews how to adjust train operations by congestion stage.
3. Seoul to Use 'Seoul Paik Hospital Site' Only as Medical Facilities
The Seoul Metropolitan Government announced on the 20th that it will consider deciding to use the site of Seoul Paik Hospital, which is on the verge of closing, as an urban planning facility (general medical facility).
If Inje Academy, a school corporation, holds a board meeting on the same day and decides to close Seoul Paik Hospital, the city will carefully review its decision as an urban planning facility (general medical facility) and push for the procedure.
The Inje Academy believes that the closure of the hospital is inevitable due to severe financial difficulties, with the accumulated deficit reaching 174.5 billion won for the past 20 years since 2004. If the closing plan is approved on the same day, Seoul Paik Hospital will close for the first time in 82 years since its opening in 1941.
The Seoul Metropolitan Government plans to submit a decision (draft) on urban planning facilities (comprehensive medical facilities) to the Jung-gu Office under the mayor's authority if the closing plan passes the board of directors. After that, the decision will be made through procedures such as listening to residents' opinions, such as public announcement of reading, and deliberation by the Urban Planning Committee.
If the site is decided to be an urban planning facility (general medical facility) in the future, it can only be used as a medical facility such as a hospital. The city said that even if Inje Academy sells the site of Seoul Paik Hospital, the hospital facilities will continue to be maintained.
