It has been confirmed that 84 types of administrative systems in Seoul have also been disrupted by the "Kakao Blackout incident," which lasted 127 hours and 30 minutes from the 15th.
According to data from the Seoul Digital Policy Officer, Park Seung-jin, vice chairman of the Seoul Metropolitan Council's Housing and Space Committee, Kakao accounted for 84 out of 107 Seoul systems linked to private platforms. Services linked to Kakao included notices and payments such as local taxes and water bills, artificial intelligence (AI) counselors' representative chatbot "Seoul Talk," public bicycle "Ttareungi," and traffic information system "TOPIS."
Due to Kakao's disability, the Seoul Metropolitan Government automatically switched 18 notifications, including local taxes and water bills, to text messages, and seven authentication systems, including membership authentication and simple login, provided alternative means such as i-pin and mobile phone authentication. In addition, five electronic payment systems, including payment of Ttareungi tickets, local taxes, water bills, and parking fees, provided alternative payment methods such as credit cards and mobile phone payments, and temporarily opened parking lots for free.
